We are registered in Solapur district and our partners work from Pune, so we begin where we are based. This page sets the Government of Maharashtra's published priorities against what we can credibly do.
State priorities and where we fit
Nine priorities drawn from published sources, mapped to our six practice areas. Select a priority to see what we would do.

State priority
The state cabinet approved the Viksit Maharashtra 2047 vision on 28 October 2025, with milestones in 2029, 2035 and 2047. District strategic plans are published for all 36 districts.1,2
What we would do
Indicator frameworks, baselines and progress tracking for district and sector plans.

State priority
The 150-day e-governance campaign assessed offices on seven parameters, including websites, Aaple Sarkar services, e-office and dashboards. The Quality Council of India was the state-level assessor.3,4
What we would do
Readiness reviews against the published parameters, redesign of procedures, and staff orientation. We help offices prepare; we do not assess them.

State priority
The Maharashtra Right to Public Services Act, 2015 sets time limits for notified services, most of which are delivered through Aaple Sarkar.5
What we would do
Mapping of service standards, analysis of delays and appeals, and design of citizen feedback.

The 2026-27 budget projects expenditure of ₹7,69,467 crore excluding debt repayment, 2% above the revised estimate for 2025-26, and a fiscal deficit of 2.8% of GSDP.6
What we would do
Spending reviews, cost-effectiveness analysis, and studies of targeting accuracy in benefit programmes.

State priority
The State Action Plan on Climate Change (June 2025 version) covers eight sectors. A climate finance strategy released in February 2026 estimates that about ₹3 lakh crore is needed for 2024–2030.7,8
What we would do
Climate budget tagging, post-season reviews of heat action plans, adaptation indicators, and concept notes for climate finance.

Greenhouse-gas emission intensity targets under the Carbon Credit Trading Scheme now apply to obligated entities in eight industrial sectors.9
What we would do
BRSR and IFRS S1/S2 gap analysis, readiness of monitoring and reporting systems for obligated entities, and resource-efficiency diagnostics for MSMEs. We do not provide assurance or verification.

State priority
The four Labour Codes came into force nationally on 21 November 2025. Maharashtra published draft rules on 28 April 2026, and on 29 September 2026 they were still listed as drafts.10,11
What we would do
Mapping of employers' readiness, and training for HR and site teams, provided as process support rather than legal advice.

State priority
Municipal councils, 29 municipal corporations and a first set of zilla parishads went to the polls between December 2025 and February 2026. Induction training for first-time members is under way.12,13,14
What we would do
Modules on local-body budgets, time-bound services, development planning and heat preparedness, delivered with established training institutions.

In June 2026 the state directed that a State CSR cell be formed to channel CSR funds to local self-government institutions.15
What we would do
Design of CSR projects that fit district and panchayat plans, and independent impact assessment.

Eight service lines for the state and its institutions
District growth diagnostics and plan monitoring
We analyse district-level economic and administrative data to show what drives local output and where plans are slipping. We then build indicator frameworks and progress dashboards for district and local-body plans.
Service delivery and e-governance readiness
We review how an office delivers services today: service standards and time limits, online availability, website quality, use of e-office and grievance handling. We then set out a practical, costed plan to close the gaps.
Programme evaluation and beneficiary-data quality
We design and conduct process, outcome and impact evaluations. For direct benefit transfers, we assess targeting accuracy (both ineligible people included and eligible people excluded), how data is validated, and the pattern of grievances.
Climate action, heat resilience and climate finance
We help public bodies turn climate plans into funded actions that can be tracked, through climate budget tagging, post-season reviews of heat action plans, adaptation indicators and project concept notes.
Sustainability disclosure and carbon-market readiness
We prepare listed companies and their value chains for BRSR and BRSR Core, and run gap analyses against IFRS S1 and S2. We also help obligated entities prepare monitoring and reporting systems for the Carbon Credit Trading Scheme.
Resource efficiency for MSMEs
We identify energy and water savings in industrial units and estimate their cost and payback. We also help units document projects for the state incentive schemes that apply to them.
Labour Code transition support
We map an organisation's registers, returns, wage processes and workplace practices against the four Labour Codes and the applicable state rules. We then train HR and site teams on the changes.
Training for elected representatives and officials
We develop and deliver practical modules on local-body finance, time-bound services, grievance redress, development planning and climate preparedness. Where appropriate, we work with established training institutions.
How we work with government
- We state which route we are working through: as a sub-consultant to a selected agency, as an individual expert, as a resource person to a training institution, or on a direct assignment under the procuring entity's applicable route.
- We do not assess or verify an office, body or programme that we helped prepare, design or run. We also decline work that would put us the other way round.
- We claim no empanelment, approval or endorsement, and we use no government emblem or programme logo.
- The partners' earlier public service is their individual experience, not the firm's record, and it is never used to seek access.
- Our compliance support is process support. The firm does not practise law.
- We handle beneficiary data under the applicable data-protection law and the commissioning department's data-sharing terms.
